To answer the question at hand, there is no way to catch the Secret Banana Fish in the game as of now as it's dev or, to be more precise, a Developer/Admin fish in the game. This means only a handful of players, from the Staff to the partnered Content Creators, have access to the fish. It was confirmed by the developer's team themselves and another popular content creator called CarbonMeisterPlays .

Though it is unavailable for everyday players like you and me, the developers have plans to release the fish to the public in the future.
