The Tropica Island is in the eastern direction of the Piratesburg Island in Dig It. If you are traveling from Nookville, you can travel straight to reach Piratesburg Island and then take a right or look towards the east to find Tropica Island. It is very near and will not take more than 2 minutes to reach the island.
Yes, Tropica Island is a permanent POI landmark in Dig It, and the collections under it are forever. You can always travel to the island and collect the above-mentioned 29 items in Dig It.
